Sir,
With reference to Mr Ebden's letter of the
12th instant, I am directed by the Lords Commissioners
of Her Majesty's Treasury to request that you will state to the Marquess of Ripon that They see no reason for altering the provisions of Clause 2 of the draft Hong Kong Note Ordinance whereby existing rights of issue and of re-issue
are safeguarded. Whilst, however, Their Lordships are
not prepared to advise the Secretary of State to prohibit re-issues of Notes by existing Banks They see no reason why Returns should not be required from all Banks of the
amount of their issue
